About Us

Established in 1998, Miller & Associates is a highly qualified development services provider specializing in the adaptive re-use of historic structures and urban in-fill projects in urban communities throughout Virginia and North Carolina. To date we have developed over two hundred and eighty million dollars’ worth of projects in Richmond, Petersburg, Staunton, and Elizabeth City. Our development portfolio includes the adaptive reuse of a wide variety of former commercial, industrial, and public buildings including several hospitals, a furniture store, an elementary school, a bakery, a YMCA, a luggage factory, and a cotton mill – just to name a few.

Over the past 28 years, Miller & Associates has successfully managed the planning, financing, and development of over 1,600 residential dwelling units, 60 single-family houses, 20 office spaces, 49 hotel keys, and several commercial projects. Our firm specializes in the use of federal and state historic tax credits in the adaptive reuse of significant structures. 28 projects in our portfolio of multi-family work have utilized the historic tax credit program.

In addition, Miller & Associates has extensive experience in handling zoning changes in a sustainable manner by building consensus among community groups, residents, and government officials. We have successfully navigated the special-use permit process eight times in eight attempts in the City of Richmond and obtained numerous rezoning and zoning variances in localities across Virginia and North Carolina. Furthermore, Miller & Associates has developed strong partnerships throughout the public, private and non-profit sectors in order to achieve our goal of improving the urban fabric through responsible development.

Our primary goal is to improve the urban environment with quality redevelopment projects that are not only financially successful, but also positively impact the communities and neighborhoods in which we work. In conjunction with our development work, all sales, marketing, and property management tasks are handled by our sister company, Monroe Properties. In addition, we operate a fully-licensed and insured general contracting company, Horizon Construction Management. This company holds Class A licenses, in both Virginia and North Carolina, and has extensive experience in both historic renovation and new construction projects. Together, these companies provide a comprehensive menu of real estate and development services.
